This is Shield Faith, in The Animated Series, it looks like, Captain America's Shield.
Bibleman tells U.N.I.C.E. to activate the Shield of Faith, turning into, a force field.
Trivia
Despite the fact that there are two of them (one for each arm) they are only mentioned to be one.
Bibleman and Biblegirl's shield of faith materializing scen involves them just holding up one arm, but in Cypher's (when it's shown) involves both materializing at once.
When Bibleman got the newer armor (Prince of Pride, Conquering the Wrath of Rage) the shield on his left arm had a grappling hook, this is neither explained or used or seen since.
