Master of Mean is the main antagonist of Cypher, Later to be the Mayor of Maybe, and Dr. Fear in the main series. His tactics are to use Military Grade surveillance and weapons when combatting The Bibleman Team, His favorite weapons are Missiles
He is later, defeated by Jimmy and Rubert as he is seen flying on a rocket at the end.
